It serves as the county seat of Winnebago County (population 171,000) and is the 9th largest city in Wisconsin. Since most of the data related to substance abuse is collected at the state and county level, it can be challenging to determine the extent of the ongoing crisis within Oshkosh. Nonetheless, the data coming out of Winnebago County is still vitally important and extremely useful in understanding the state of addiction in Oshkosh.

According to the Wisconsin Department of Health Services, Winnebago County recorded 96 deaths from alcohol abuse in 2021. In 2014, there were just 58 deaths. This means that, in a span of just 7 years, Winnebago County saw a 65.5% increase in the number of annual alcohol-related deaths. However, it is important to note that this figure declined from its peak during the height of the COVID-19 pandemic, with the county recording 84 deaths caused by alcohol abuse in 2022 alone. [1]

The trends related to opioid deaths in Winnebago County are less clear. The county recorded a decline from 24 opioid-related deaths in 2014 to just 13 deaths in 2019. However, there was a sudden spike in 2020 (presumably as a result of the pandemic). Winnebago County recorded 33 and 31 opioid-related deaths in 2020 and 2021, respectively. While the data for 2022 is not complete yet, preliminary research suggests that the number of opioid deaths in Winnebago County will continue to trend upward, even if they may not reach the same heights seen during the COVID-19 pandemic. It’s also important to consider addictive substances beyond opioids and alcohol. In Winnebago County, stimulants like cocaine and crystal meth are less common, but they still result in multiple deaths every year. Additionally, it can be challenging to calculate the number of deaths that could be attributed to more than one drug. Many coroner reports indicate the presence of multiple drugs, but they may or may not identify one single drug as the sole or primary cause of death. [3]

Keep in mind that the figures above pertain to the entirety of Winnebago County. While Oshkosh is the largest city in the county, it only makes up about 38.6% of the county population. This also means that the total figures outlined thus far do not accurately reflect the exact number of deaths occurring in the city. Based on preliminary data from the city and local coroner reports, it is estimated that in 2021, 53 of the county’s 96 alcohol deaths and 17 of the county’s 31 opioid deaths originated in Oshkosh. Based on population alone, this indicates that addiction and substance abuse are far more prevalent in Oshkosh than they are in the rest of Winnebago County.

Substance Addiction in Oshkosh Vs. the State of Wisconsin

Figuring out how substance abuse affects Oshkosh and Winnebago County is just one piece of the puzzle. The state of Wisconsin also has unique trends to consider, particularly when it comes to alcohol. For example, Wisconsin is known as the worst state in the nation for overindulging in alcohol, with roughly 1 in 4 Wisconsin adults engaging in binge drinking on a regular basis. [4]

While Oshkosh and Winnebago are not the areas most affected by substance abuse in Wisconsin, the statistics show that local addiction is a problem that is outpacing much of the rest of the state. In 2021, Wisconsin recorded a statewide average of 55 alcohol deaths per 100,000 residents, compared to 56.1 deaths in Winnebago County. This ranks Winnebago as 29th out of 72 counties for this particular statistic.

And while deaths are often the most accurate way to determine the extent of substance abuse in a given region, there are other factors to consider. In 2021, Winnebago County saw 1,632 hospital visits as a result of alcohol, making it the 9th worst county in the state for alcohol-related hospitalizations. This indicates that, while Winnebago County has done well at responding to alcohol overdoses and preventing excess deaths, it has not curbed the underlying addiction crisis. [5]

Data related to opioid abuse looks a bit more promising for Oshkosh and Winnebago County. The county recorded an average of 40.3 opioid hospitalizations per 100,000 residents between 2007 and 2021, compared to a statewide average of 53.7. Similarly, the county recorded 18.2 opioid deaths per 100,000 residents, compared to a statewide average of 24.6. However, it’s very important to note that these figures cover a relatively wide timeframe, and the number of opioid hospitalizations and deaths has gotten substantially worse in Winnebago County in just the past 3 years.

How Oshkosh Fights Substance Abuse & Promotes Recovery

Outside of correctional facilities used to punish drug offenders, there are very few (if any) active initiatives in Oshkosh to combat substance abuse. Instead, the city primarily relies on county and state-level programs. In Winnebago County, residents have access to the LifePoint syringe disposal program, the Breakwater Coalition, and the Overdose Fatality Review Team, as well as programs that offer free access to fentanyl test strips, Narcan, and prescription drug drop-offs.
