While Waukesha County as a whole transitioned from rural farmland to prosperous suburbia during the post–World War II boom, Brookfield stood out as one of its most affluent and rapidly developing communities. Today, Brookfield’s median household income is approximately 35% higher than the state average, and the percentage of residents holding a college degree or higher is more than double the Wisconsin state average. This economic and educational advantage has contributed to Brookfield’s reputation as a desirable place to live, with well-funded schools, low crime rates, and a high standard of living.

However, Brookfield has not been untouched by the growing substance abuse crisis. Over the past two decades, both Brookfield and the wider Waukesha County area have seen rising rates of opioid use, overdose incidents, and mental health concerns.

In response, local officials, healthcare providers, and community organizations have worked to expand behavioral health services and drug prevention efforts. There is almost no available annual data on substance related deaths or hospitalizations for Brookfield at the city level. What we do know about Brookfield is, over the past eight years (as of 2025) there were 51 opioid overdose deaths in Brookfield alone -a high count considering a city population of only about 40,000 residents.

On the county level, Waukesha County’s opioid-related overdose deaths and emergency room visits have seen notable fluctuations over the past several years, with a significant increase during the COVID-19 pandemic. From 2020 to 2021, overdose deaths jumped from 50 to 83 in the county. Since then, there has been a gradual but significant decline in both deaths totals and death rates, falling over 50% by 2024. Emergency room visits showed a similar trajectory, rising during 2020 (168 visits) before steadily dropping each year to 120 in 2023, and precipitously dropping to 54 in 2024 -an over 50% decrease from 2023, and over 75% decrease from the peak Covid-19 year. While recent figures reflect major improvement even compared to pre-pandemic levels, opioid-related harm remains a significant and ongoing concern in the county.

Alcohol abuse

When it comes to alcohol abuse, as of 2025, Waukesha is still among the better performing counties in Wisconsin for alcohol-related emergency room visit rates, and alcohol-related inpatient hospitalizations rates. However, deaths related to alcohol did not drop in Waukesha county in 2024 vs 2023 and remain above pre-pandemic levels. Inpatient alcohol related hospitalizations were still on an upward trend in 2024, but remained at approximately pre-pandemic levels.

Waukesha County has an average of 153 people seriously injured or killed each year in alcohol or drug-impaired crashes—accounting for roughly 22% of all fatal and injury crashes. The Covid-19 years saw significant increases in this regard with some years reaching 30%.

Drug and alcohol addiction in Brookfield and the State of Wisconsin

Within Waukesha county itself, the city Brookfield, while suffering terribly from the horrific toll of opioids, is still faring better than neighboring cities of Waukesha county. Despite being the second most populous city in the county, Brookfield is number four among cities in Waukesha for the amount of Opioid deaths is tallied.

Waukesha county as a whole, when compared to statewide trends, has consistently reported lower opioid-related death and ER visit rates, particularly in the post-COVID years. In 2023, Wisconsin’s overdose death rate stood at 2.40 per 10,000—nearly a full point higher than Waukesha’s 1.50. The same gap is evident in emergency room data, with the state’s opioid related ER visit rate at 4.35 per 10,000 compared to Waukesha’s 2.93. In recent years Waukesha county became one of best rated counties with among the low opioid hospitalization rates.

With regards to alcohol related hospitalizations, Waukesha county also fairs much better than much of the state. The county ranks among the lowest third of the state’s counties for alcohol hospitalizations. 

Brookfield, specifically, is still fighting hard against this scourge of drug and alcohol misuse and complications. As Lieutenant D. of the Brookfield Police Department shared with this writer, Brookfield police are seeing huge numbers of drug related crime and investigations. As of August, 2025 there were already 67 drug related arrests in the city during the first seven or so months of 2025.

Ultimately, although Brookfield, and generally, Waukesha County was not immune to the pandemic-driven surge in opioid misuse, its outcomes have remained below state averages, and showed enormous improvement recently, indicating relatively stronger local performance in harm reduction or access to care. Nonetheless, the enduring presence of opioid overdose deaths and ER visits highlights the need for continued prevention and treatment efforts.
